Allows Columbus County Schools and Public Schools of Robeson County to set school opening dates as early as the Monday closest to August 19 (instead of August 26) upon showing of good cause.

Defines "good cause" as schools in the local administrative unit being closed 8 days per year during any 4 of the last 10 years due to severe weather, energy shortages, power failures, or other emergencies.

Permits the State Board of Education to waive the standard August 26 opening date requirement for these two school systems if they can demonstrate sufficient days in their calendar to accommodate anticipated makeup days.

Does not apply to year-round schools or schools already operating under modified calendars as of the 2003-2004 school year.

Becomes effective upon enactment and applies beginning with the 2019-2020 school year.
