Requires health benefit plans that cover both orally administered and intravenously administered anticancer drugs to provide coverage for oral drugs on a basis no less favorable than intravenous drugs.

Prohibits insurance plans from applying prior authorization, dollar limits, copayments, coinsurance, deductibles, or other out-of-pocket expenses to oral anticancer drugs that do not apply to intravenous anticancer drugs.

Prevents insurers from achieving compliance through reclassifying drugs or increasing patient cost-sharing, and requires any increased out-of-pocket expenses for anticancer drugs to also apply to the majority of comparable medical or pharmaceutical benefits.

Becomes effective January 1, 2020 and applies to insurance contracts or policies issued, renewed, or amended on or after that date.
