Establishes voter initiative petition process for Beaufort County residents to propose changes to the county Board of Commissioners structure through referendum.

Requires petition signatures from at least 15% of registered county voters or 5,000 signatures, whichever is less, including resident addresses.

County board of elections must call special election on the next countywide election occurring more than 90 days after petition receipt if valid.

Proposed changes are adopted if majority of votes cast in special election favor them and must remain in effect for at least two years.

Prohibits new initiative petitions on same subject matter for 18 months following either adoption of alterations or defeat by voters; allows multiple different propositions on same ballot.
