Requires minimum size limits for six marine fish species: spot, Atlantic croaker, kingfishes, striped mullet, southern flounder, and bluefish to ensure 75% of juvenile fish reach maturity and spawn at least once.

Size limits must be based on best available biological and life history data for each species, using Atlantic coast state data if North Carolina-specific data is unavailable.

Allows the Fisheries Director to propose slot limits instead if a species has unique life cycle characteristics making minimum size limits inappropriate under accepted fishery management protocols.

Directs the Marine Fisheries Commission to review biological data and adopt temporary management measures by December 1, 2019, until formal Fishery Management Plans are adopted.

Appropriates $10,000 in non-recurring funds to the Division of Marine Fisheries for implementation and is effective upon passage.
