Requires all North Carolina state agencies and licensing boards to verify immigration status of applicants for public benefits using the federal Systematic Alien Verification for Entitlements (SAVE) Program, effective January 1, 2020.

Prohibits state agencies and licensing boards from providing public benefits to aliens unless they are qualified aliens, nonimmigrants, or paroled for less than one year under federal law.

Mandates state agencies and licensing boards enter into memorandum or computer matching agreements with the Department of Homeland Security to access the SAVE Program by December 1, 2019.

Requires annual reporting to the Joint Legislative Oversight Committee on General Government regarding implementation beginning December 1, 2019.

Permits private enforcement through civil action for declaratory and injunctive relief, with prevailing parties eligible for reasonable attorneys' fees and court costs, and civil penalties up to $10,000 per day for non-compliance with court orders.
