House Bill 499 - Omnibus Gun Changes

• Allows any U.S. citizen age 18 or older to carry a handgun openly or concealed without a permit, unless prohibited by state or federal law or specific disqualifying criteria.

• Establishes new restrictions on carrying firearms in specific locations including state capitol buildings, courthouses, picket lines, and certain other public facilities, with limited exceptions for law enforcement and designated officials.

• Creates a "School Faculty Guardian" program allowing trained school employees with concealed handgun permits to carry firearms on school grounds under specified conditions, subject to school board opt-out authority.

• Repeals the pistol permit requirement for purchasing firearms and expands concealed carry permit application timelines from 45 to 90 days, with revisions to mental health evaluation standards.

• Proposes a constitutional amendment to repeal the provision allowing the General Assembly to regulate carrying concealed weapons, to be voted on by citizens in November 2020.
