Repeals Section 3 of S.L. 2013-5, which previously prohibited closing the Medicaid coverage gap in North Carolina.

Establishes eligibility for Medicaid benefits for individuals aged 19-64 with modified adjusted gross income at or below 133% of the federal poverty level who are not otherwise eligible for Medicaid or enrolled in Medicare Parts A or B.

Requires eligible individuals to receive benefits through an Alternative Benefit Plan established by the Department of Health and Human Services, with co-payments matching those for other Medicaid beneficiaries.

Directs the General Assembly to enact legislation during the 2019 Regular Session to replace the Hospital Provider Assessment Act with a similar hospital provider assessment that includes a Medicaid Coverage Gap Assessment to fund the state share of program and administrative costs.

Becomes effective when capitated coverage under S.L. 2015-245 begins, as reported by the Secretary of the Department of Health and Human Services.
