Submits a referendum to North Carolina voters on November 3, 2020, asking whether Congress should pass a constitutional amendment declaring that constitutional rights belong only to individuals and not to corporations or other artificial entities.

The proposed amendment would exclude unlimited spending of money on political campaign contributions from constitutionally protected free speech.

If a majority votes in favor, the State Board of Elections must certify the referendum results and the Secretary of State must certify results to the President, all U.S. Congress members, the North Carolina Governor, and the state General Assembly.

Establishes the ballot question language asking voters whether to urge Congress to amend the Constitution on corporate personhood and political spending.
