Amends Chapter 246 of the Public Laws of 1939 to clarify that lands east of the building line owned by the Town of Wrightsville Beach shall be used only for public purposes.

Authorizes the Town of Wrightsville Beach to license and regulate the operation of private businesses on the made and built up land east of the property line defined in Section Two of the Act.

Maintains that the land must remain open for public use including streets, highways, public squares, parks, public restrooms, gazebos, park facilities, and public beach access facilities.

Provides that if the property ceases to be used for the prescribed public purposes, it shall revert to the State of North Carolina.

Preserves the rights of property owners abutting the newly made or constructed land to maintain littoral rights in the Atlantic Ocean waters.
