Creates a three-year nonrenewable transitional license for teachers holding current valid licenses in other states, requested by local boards of education.

Allows teachers with transitional licenses to simultaneously apply for a continuing professional license as out-of-state applicants.

Authorizes local boards of education to determine experience credit for transitional license teachers during the first year to place them on the appropriate state salary schedule level, with protection against repayment of overpayments made in good faith.

Reduces the requirement for lifetime teacher licenses from 50 years to 30 or more years of licensed teaching.

Extends transitional license eligibility to military spouses holding current teaching licenses in other jurisdictions.
