Allows the Utilities Commission to adopt, implement, modify, or eliminate rate adjustment mechanisms for water and wastewater utilities to track variations in average per-customer usage from levels approved in general rate case proceedings.

Commission may only adopt such rate adjustment mechanisms upon finding the mechanism is appropriate and serves the public interest.

Expands the definition of "public swimming pool" to include artificial swimming lagoons with more than 20,000 square feet of surface area, an artificial liner, and a disinfectant method that maintains protective residual levels.

Requires the Commission for Public Health to adopt rules governing construction and operation of artificial swimming lagoons by December 1, 2019.

Directs the Commission for Public Health to study the requirement for permanently affixed phones at pools capable of dialing 911, considering widespread cellular telephone availability, and submit findings and recommendations to the Joint Legislative Oversight Committee on Health and Human Services by March 1, 2020.
