Appropriates $19,872,000 in nonrecurring funds for each of fiscal years 2019-2020 and 2020-2021 to the Department of Health and Human Services, Division of Social Services for temporary financial assistance to facilities licensed to accept State-County Special Assistance payments.

Provides monthly payments of $184.00 per resident receiving State-County Special Assistance, with counties required to pay 50% of the cost and the state covering the other 50%.

Restricts payments to the period from July 1, 2019, through June 30, 2021, and prohibits facilities from using these funds for any purpose other than offsetting costs of serving State-County Special Assistance recipients.

Limits administrative costs to a maximum of $250,000 per fiscal year and excludes residents with pending eligibility determinations from receiving payments.

Expires June 30, 2021, with termination of all payments upon fund depletion or the expiration date, whichever occurs first, and clarifies this does not obligate future appropriations or create entitlements.
