Prohibits physicians from performing dismemberment abortions, defined as using clamps, forceps, scissors, or similar instruments to slice, crush, or grasp portions of an unborn child's body to kill the child, with an exception for abortions necessary to prevent serious health risk to the mother

Excludes suction-only abortion methods and abortions using suction after dismemberment abortion has caused death from the definition of unlawful dismemberment abortion

Grants the North Carolina Medical Board authority to conduct hearings on whether a dismemberment abortion was necessary to prevent serious health risk to the mother, with Board findings admissible as evidence in trials

Provides immunity from civil liability for the pregnant woman and healthcare workers acting under physician direction, while civil remedies apply to violations; prohibits claims resulting from plaintiff's criminal conduct

Becomes effective October 1, 2019, and does not restrict abortion by other methods or for any reason including rape and incest
