Authorizes the Division of Motor Vehicles to produce special registration plates for clerks of municipal governing boards and county boards of commissioners in North Carolina.

Municipal clerk plates bear "NCAMC Clerk" followed by a number based on alphabetical city order; county clerk plates bear "NCACC Clerk" followed by a number based on alphabetical county order.

Reduces the application threshold for plate issuance from 300 to 50 applications.

Establishes a $30.00 additional fee per plate, with $10.00 going to the Special Registration Plate Account and $20.00 to the Collegiate and Cultural Attraction Plate Account.

Directs the Division to transfer quarterly revenues from NCAMC/NCACC Clerk plate sales to the NC Kids digital library and exempts the plate from new special plate establishment requirements and expiration provisions.
