Prohibits importing, manufacturing, selling, offering for sale, installing, or reinstalling counterfeit supplemental restraint system components or nonfunctional airbags in motor vehicles.

Defines counterfeit airbags as replacement components displaying marks identical to or substantially similar to genuine manufacturer marks without authorization.

Defines nonfunctional airbags as previously deployed or damaged units, those with detected electrical faults, units designed to mislead owners, or those subject to federal prohibitions under 49 U.S.C. § 30120(j).

Establishes violation as a Class 1 misdemeanor and unfair deceptive trade practice; escalates to Class H felony if violation contributes to physical injury or death.

Provides liability exemption for franchised motor vehicle dealers lacking actual knowledge that counterfeit or nonfunctional airbags were installed at their place of business; effective October 1, 2019.
