Directs the Legislative Research Commission (LRC) to study amending North Carolina's Wage and Hour Act to require employers to provide a twenty-minute paid break to employees working shifts of six hours or more.

LRC study shall assess the merit of the requirement, its economic impact, and whether other states have implemented similar mandates and their results.

LRC shall evaluate whether the Commissioner of Labor should be authorized to impose civil penalties on employers who fail to provide required breaks.

LRC shall identify factors for the Commissioner to consider when determining penalty amounts, including business size and violation severity, and procedures for violators to challenge penalties.

LRC shall report findings and any proposed legislation to the 2020 Regular Session of the General Assembly.
