Prohibits manufacturers from making, selling, or distributing Class B firefighting foam with intentionally added PFAS chemicals in North Carolina, effective July 1, 2022

Bans use of PFAS-containing Class B firefighting foam for training purposes, effective July 1, 2020

Requires manufacturers and sellers of firefighting protective equipment to provide written notice to purchasers if products contain PFAS chemicals and retain records for at least three years

Authorizes Department of Environmental Quality to request compliance certificates and assist state agencies and local governments in purchasing PFAS-free firefighting equipment

Establishes civil penalties of up to $5,000 per violation (or $25,000 if hazardous waste is involved), with repeat offenses subject to penalties up to $10,000 per occurrence and monthly caps of $200,000
