State Education Assistance Authority shall administer a scholarship program for North Carolina residents enrolled in second year or higher at UNC constituent institutions to participate in semester or summer internships at the Washington Center for Internships and Academic Seminars in Washington, D.C.

Eligible students may receive grants of up to $7,000 to cover internship program costs including program fees, housing, and incidental expenses, awarded in the order applications are received.

Internship activities include four days per week working with nonprofits, private companies, federal agencies, or U.S. Congress members; taking academic classes; participating in academic seminars and career readiness training; and completing a final portfolio project.

$500,000 is appropriated for fiscal year 2019-2020 and $500,000 for fiscal year 2020-2021, with up to 1% of annual funds available for administrative costs.

By March 1, 2021, the Authority must report to legislative committees on program implementation, including the number of participating students and award amounts by institution and term.
