Prohibits electric public utilities from recovering costs related to coal combustion residuals management from retail customers for discharges occurring on or after January 1, 2014, unless discharge was caused by force majeure.

Requires all coal combustion residuals surface impoundments to be dewatered and excavated, with coal ash disposed in municipal solid waste landfills located on the same property as the impoundment.

Mandates lined landfills for coal ash disposal with a three-component bottom liner system: two flexible membrane liners with leak detection between them, and minimum 2 feet of soil with maximum permeability of 1 x 10⁻⁷ centimeters per second underneath.

Establishes closure deadlines for impoundments based on risk classification: high-risk by August 1, 2019; intermediate-risk by August 1, 2024; and low-risk by August 1, 2029.

Becomes effective upon enactment.
