Restores "emissions" to the definition of "discharge" for water quality regulation purposes, reversing a prior limitation on regulatory authority.

Prohibits discharge of unregulated toxic pollutants to state waters and requires immediate permit suspension if a permittee discharges unauthorized pollutants not disclosed in permit applications.

Requires NPDES permit applicants to fully disclose all pollutants in their discharge at or above the practical quantitation limit, including emerging chemicals without established discharge standards, along with chemical abstracts service numbers or detailed descriptions.

Mandates that permittees responsible for unauthorized pollutant discharges provide and maintain water filtration or treatment for downstream local governments' drinking water supplies and bear financial responsibility for pollutant removal from affected public or private drinking water supplies.

Appropriates $6,055,552 in recurring funds for 37 Department of Environmental Quality positions and $336,441 in nonrecurring funds for a mobile laboratory to respond to water contamination emergencies from hurricanes and algal blooms.
