House Bill 574: Fix Our Democracy

• Establishes a 15-member Citizens Redistricting Commission to adopt redistricting plans for state legislative and congressional districts beginning with the 2020 census, with membership divided among the two major parties and unaffiliated voters, subject to voter approval via constitutional amendment in March 2020.

• Implements nonpartisan primary elections for Supreme Court justices and Court of Appeals judges beginning in 2020, replacing partisan nomination methods.

• Extends the "revolving door" waiting period for former legislators and public servants registering as lobbyists from 6 months to 2 years after leaving office, effective October 1, 2019.

• Modernizes voter registration through online registration for individuals with valid North Carolina driver's licenses and implements automatic voter registration at DMV, community colleges, universities, and other agencies beginning January 1, 2020-2021.

• Establishes the Fair Elections Program allowing candidates for state office to receive public grants if they meet fundraising thresholds and accept spending limits, funded through a Fair Elections Fund, effective December 1, 2019.

• Requires 48 hours advance public notice of all legislative committee meetings and directs the Legislative Services Officer to develop a plan for live video and audio streaming of all legislative proceedings by April 1, 2020.
