Allows counties with populations greater than 500,000 to adopt ordinances providing compensation to individuals asexualized or sterilized under county authority for eugenics purposes.

County ordinances must include due process provisions and procedures for handling claims, and may allow compensation to deceased recipients' estates if the claim was filed before death but verified and awarded after.

County liability for asexualization or sterilization is limited to compensation authorized by this act, and does not revive or extend any statute of limitations.

Compensation payments are excluded from income and asset calculations for determining eligibility for state or local assistance programs, and the Department of Health and Human Services must provide income and resource disregards.

Attorney fee agreements from compensation awards are void unless counsel obtains an opinion from the North Carolina State Bar confirming the fee arrangement is reasonable under professional conduct rules.
