Increases foster care payment rates effective July 1, 2020: from $475 to $514 per month for children birth-5 years, from $581 to $654 for children 6-12 years, and from $634 to $698 for children 13-20 years.

Increases foster care payment rates again effective July 1, 2021 to: $553 per month for children birth-5 years, $727 for children 6-12 years, and $761 for children 13-20 years.

Establishes matching adoption assistance payment rates at the same levels as foster care rates for all three age groups.

Appropriates $6,868,758 from the General Fund to the Department of Health and Human Services, Division of Social Services for the 2020-2021 fiscal year to implement the rate increases.

Funding appropriation becomes effective July 1, 2019.
