Appropriates $200,000 from the General Fund to the Department of Health and Human Services for the 2019-2020 fiscal year as a grant to NAMI North Carolina, Inc. for youth mental health programs.

Requires NAMI North Carolina to provide youth mental health education covering mental illness types, warning signs, suicide prevention, stigma reduction, and available resources and services.

Mandates establishment of school-based youth mental health awareness clubs in middle and high schools using the "Ending the Silence" evidence-based program to help youth identify mental health conditions and reduce stigma.

Requires NAMI North Carolina to develop a media campaign in collaboration with youth with mental illness and sponsor child mental health awareness events across all regions of North Carolina.

Requires NAMI North Carolina to submit a report by March 1, 2021, describing implemented programs, evaluation of progress in expanding mental health education, and recommendations for supporting youth with mental illness.
