Creates a 10-member Joint Legislative Study Committee on Small Business Retirement Options with representatives from both chambers, minority leaders, state officials, and public members including a business owner and labor advocate.

Committee shall study methods to reduce regulatory burdens on small businesses offering payroll deduction retirement savings, mechanisms for state-administered retirement accounts, and feasibility of partnering with similar programs in other jurisdictions.

Committee members receive subsistence and travel expenses, may hire consultants, and receive professional and clerical staff support from the Legislative Services Commission.

Committee must submit findings, recommendations, and any proposed legislation to the Speaker, President Pro Tempore, and Fiscal Research Division no later than March 31, 2020.

Committee terminates upon submission of the report or March 31, 2020, whichever occurs first.
