Reduces the North Carolina Board of Massage and Bodywork Therapy from five to four licensed massage and bodywork therapist members while maintaining one physician member, one public member, and one massage establishment operator member for a total of seven board members.

Changes the appointment process so that two therapist members are appointed by the Speaker of the House, two by the President Pro Tempore of the Senate, and one by the Governor (previously one therapist member was appointed by the Governor).

Increases license fees effective July 1, 2019: application fee from $20 to $30, initial license fee from $150 to $200, license renewal from $100 to $150, and late renewal penalty from $75 to $100.

Sets the initial term for the massage establishment operator board member to begin July 1, 2019 and expire June 30, 2022, with a requirement that the appointee be a current owner if the Board has not yet begun issuing establishment licenses.
