Appropriates $35,914,734 for fiscal year 2019-2020 and $56,829,468 for fiscal year 2020-2021 to the Department of Public Safety for compensation increases to state adult correctional facility employees.

Awards eligible state employees in adult correctional facilities a 2.5% legislative salary increase effective July 1, 2019, and July 1, 2020, with part-time employees receiving prorated increases.

Establishes three-tiered salary supplements for high-need correctional facilities based on vacancy rates, with minimum annual supplement of $2,500 for Level I facilities (20% vacancy rate) up to three times the base rate for Level III facilities (30% vacancy rate).

Provides custodial-based pay differentials for correctional officers assigned to higher custody level facilities, ranging from 10% to 20% of base salary depending on facility level assignments.

Awards one-time additional five days of annual leave to full-time permanent employees in adult correctional facilities effective July 1, 2019, with leave non-forfeitable and non-convertible to cash.
