Allows unaccompanied homeless minors to consent to health services including physical exams for school activities, dental care, optometry services, and mental health/substance abuse treatment without parental consent.

Requires minors to provide acceptable documentation of homeless status signed by agency directors, school liaisons, social workers, counselors, attorneys, or two adults with knowledge of their circumstances.

Extends liability protections and immunity granted to licensed physicians under G.S. 90-21.4 to qualified health professionals providing services to unaccompanied homeless minors.

Requires the Social Services Commission to adopt rules facilitating child care access for children experiencing homelessness, including establishing homelessness as a care need, prioritizing them on waiting lists, and allowing parents to substitute school attendance for work requirements.

Limits work requirements to 20 hours per week for parents of homeless children and allows up to 90 days of child care while parents seek employment; becomes effective October 1, 2019.
