Creates warrantless access to wireless call location data (GPS, triangulation, and per-call measurement data) for law enforcement and public safety answering points in emergency situations involving imminent risk of death or serious physical harm.

Limits data requests to the amount reasonably necessary to prevent the imminent death or serious physical harm and requires that obtaining a warrant through normal legal channels would significantly reduce the chance of prevention.

Protects wireless service providers from civil liability if they provide call location data in good-faith reliance on law enforcement or public safety answering point representations made under this statute.

Requires all wireless service providers registered in North Carolina to submit emergency contact information to the State Bureau of Investigation annually by June 15 or immediately upon changes.

Establishes that the State Bureau of Investigation shall maintain and make readily available to public safety answering points a database of wireless service provider emergency contact information, effective July 1, 2019.
