Appropriates $10,000,000 in the 2019-2020 fiscal year and $45,000,000 in the 2020-2021 fiscal year in nonrecurring funds to the North Carolina Civil War & Reconstruction History Center Foundation to complete construction of the center.

Center will be a 65,000 square foot facility located on the site of the Fayetteville Arsenal and will feature interactive exhibits covering slavery, the Civil War, and Reconstruction era in North Carolina between 1835 and 1900.

Center will develop a K-12 digital educational program accessible to schoolrooms throughout North Carolina, endorsed by the State Superintendent of Public Instruction and State Board of Education.

Prior funding includes $1 million appropriated in 2006-2007, $2.5 million and a $2.5 million challenge grant in 2016-2017, plus $23 million in additional cash and pledges including $7.5 million each from the City of Fayetteville and Cumberland County.

Center will become part of the North Carolina Museum of History System and becomes effective July 1, 2019.
