Department of Transportation must compile a "Public Street Information Database" and place it in operation by January 1, 2020, updated at least monthly, conveying road status in graphic or tabular format or both.

Database shall convey the status of federally owned roads, state-maintained roads with state road numbers, and state-owned roads with state road numbers.

Department must update its Subdivision Roads Minimum Construction Standards Manual and related pavement policies by July 1, 2020, and regularly thereafter, to reflect current federal and state law and applicable judicial decisions, with all updates reported to the Joint Legislative Transportation Oversight Committee.

Proprietary design work or work product included in proposals submitted to the Department of Transportation during competitive bid processes are exempt from public records disclosure until contract award.

Act became effective upon passage on July 22, 2019.
