Designates posttraumatic stress disorder (PTSD) as a compensable occupational disease for law enforcement officers, firefighters, emergency medical technicians, paramedics, and volunteer firefighters employed by state or local government.

Requires PTSD to be diagnosed by a licensed psychiatrist or psychologist who establishes within a reasonable degree of medical certainty that the disorder resulted from employment activities and occurred during the course of employment.

Permits workers' compensation benefits for PTSD without requirement of accompanying physical injury.

Mandates employing agencies of first responders provide educational training on mental health awareness, prevention, mitigation, and treatment.

Becomes effective July 1, 2019.
