Reduces the employer threshold for E-Verify participation from 25 employees to 5 or more employees in North Carolina.

Removes the exemption that previously allowed employers to exclude temporary employees with less than nine months of employment from E-Verify requirements.

Excludes farm workers from the definition of "employee" under Article 2 of Chapter 64, defining farm workers as individuals who maintain farms, crops, or livestock through physical labor or machinery operation under agricultural supervision.

Adds formal definitions for "independent contractor" and "farm worker" to clarify which workers are excluded from E-Verify requirements.

Becomes effective October 1, 2019.
