Reduces the threshold for criminal gang nuisance abatement from five to two criminal acts in a 12-month period, allowing courts to declare gangs a public nuisance more readily.

Lowers the age threshold for gang recruitment crimes from 18 to 16 years old in G.S. 14-50.17 and from 16 to 18 years old in G.S. 14-50.18.

Creates enhanced sentencing for gang-related felonies: one class level higher for standard gang crimes and two class levels higher for crimes involving gang leaders or organizers with firearms.

Adds new crimes including firearm possession during criminal gang activity (Class F felony) and establishes Rule 416 allowing evidence of past criminal gang activity to be admitted in related proceedings.

Clarifies that the Judicial Standards Commission cannot investigate judges based solely on legal rulings that have not yet been reviewed by appellate courts.
