Appropriates $1,500,000 in nonrecurring General Fund monies to North Carolina Freedom Park, a nonprofit corporation, for the 2019-2020 fiscal year to construct a public sculpture park in downtown Raleigh.

Park will be located on space between the Legislative Building and the Governor's Mansion and will commemorate historic and ongoing struggles for freedom in North Carolina, with emphasis on the roles of African-Americans in the state's freedom struggle.

Funds cannot be expended unless North Carolina Freedom Park raises $1,700,000 in non-State funds to match the $1,500,000 in State appropriations.

Becomes effective July 1, 2019.
