• Replaces fixed dollar thresholds ($25,000 for contract protests and $10,000 for waivers of competition) with expenditure benchmarks established under G.S. 143-53.1 to determine Division of Purchase and Contract review authority.

• Requires the Division of Purchase and Contract to receive reports on emergency purchases made by state departments, institutions, and agencies when expenditures exceed the benchmark established under G.S. 143-53.1.

• Modifies G.S. 143-57.1 to clarify that vendors must submit responsive bids and have products conforming to term contract specifications to be considered qualified for state furniture requirements contracts.

• Becomes effective upon passage.
