Modifies student enrollment criteria for University of North Carolina laboratory schools to include children assigned to low-performing schools, those not meeting expected growth based on grades, assessments, or other indicators, siblings of eligible students, and children of laboratory school employees.

Allows laboratory schools to enroll up to 20% of total capacity with students who do not meet standard eligibility criteria if enrollment capacity has not been reached by June 1 prior to the school year.

Permits laboratory schools to refuse admission to students who have been expelled or suspended from public school until the suspension or expulsion period expires.

Requires laboratory schools within one year of beginning operation to make efforts for their student population to reasonably reflect the racial, ethnic, and socioeconomic composition of the local school administrative unit.

Appropriates $500,000 in additional recurring funds from the General Fund to the UNC Board of Governors for the 2019-2020 fiscal year to support laboratory school operations, effective July 1, 2019.
