State Board of Elections must approve student and employee identification cards for voting if institutions meet security and identity verification criteria, with approval valid from January 1 of odd-numbered years through December 31 of the following even-numbered year.

Student and employee identification cards issued for the 2020 elections may be approved without printed expiration dates, but cards issued on or after January 1, 2021 must contain expiration dates.

Institutions previously denied approval before March 15, 2019 receive an additional submission window until November 15, 2019, with State Board approval required by December 1, 2019 for use in 2020 elections.

County boards of elections in odd-numbered year elections may propose alternative early one-stop voting schedules with flexibility in hours, provided certain geographic and geographic conditions are met and a minimum of regular business hours are maintained.

Participation lists of approved institutions and employing entities must be published every two years on the State Board's website and distributed to county boards of elections.
