Requires active incarceration time (not suspended sentences) for convictions of felony death by vehicle or felony death by impaired boating in North Carolina.

Mandates aggravated death by vehicle and aggravated death by impaired boating convictions be sentenced in the aggravated range of the appropriate Prior Record Level.

Allows intermediate punishment only for Prior Record Level I offenders convicted of felony death by vehicle or death by impaired boating, which must include special probation with continuous confinement of one-fourth the maximum sentence (up to 27 months).

Maintains existing felony classifications: repeat offenses as Class B2, aggravated offenses as Class D, and standard offenses as Class D felonies.

Becomes effective December 1, 2019, and applies to offenses committed on or after that date.
