Appropriates $1,408,632 in recurring funds (2019-2020) and $3,389,820 in recurring funds plus $795,376 in nonrecurring funds (2020-2021) to the North Carolina School of Science and Mathematics to open a second campus in Morganton, with the first freshman class enrolling in fall 2022.

Appropriates $1,000,000 in recurring funds (2019-2020) to North Carolina A&T State University to support research faculty, graduate students, and doctoral programs in science, technology, engineering, and mathematics fields.

Appropriates $1,447,000 in recurring funds (2019-2020) and $2,592,000 in recurring funds (2020-2021) to East Carolina University to expand rural physician residency programs in Duplin, Halifax, and Hertford Counties.

Appropriates $300,000 in recurring funds (2019-2020) to Fayetteville State University for a Veterans Law Center as a joint venture with North Carolina Central University and UNC-Chapel Hill to provide legal and behavioral health services to military veterans.

Appropriates $300,000 in recurring funds (2019-2020) to establish the Veterans Career Advancement Program at up to four UNC institutions to help student veterans transition to the workplace and professional development.

Appropriates $1,100,000 in recurring funds (2019-2020) and $2,100,000 in recurring funds (2020-2021) to the University of North Carolina at Pembroke for College of Health Sciences operational expenses.
