Establishes NC College Completes Scholarship program providing $10,000,000 in recurring funds ($7,000,000 for university students and $3,000,000 for community college students) to help students enroll in summer courses and accelerate degree completion, beginning with the 2020 summer term.

Creates transfer credit scholarship program providing $4,000,000 in recurring funds to offer one-time awards of up to $1,000 to community college graduates who transfer to University of North Carolina institutions within 12 months of receiving an eligible associate degree.

Appropriates $150,000 in recurring funds and $200,000 in nonrecurring funds to the Transfer Advisory Committee and Military Credit Advisory Council to develop new pathways programs, evaluate military credit equivalencies, and build a searchable database.

Allocates $300,000 in recurring funds to reduce textbook costs by curating high-quality open educational resources materials for commonly taught courses across UNC institutions and community colleges.

Provides $5,000,000 in recurring funds and $1,500,000 in nonrecurring funds for a community college online registration system for continuing education courses, plus $566,587 each in recurring funds for four community college centers (Forsyth Technical Transportation Technology Center, Guilford Aviation Campus, Richmond Scotland County Campus, and Wake Technical Research Triangle Park Campus).
