Expands G.S. 136-26 to prohibit removal, destruction, or driving through of barriers on roadways closed due to dangerous conditions, in addition to construction-related closures.

Makes it a Class 1 misdemeanor for any person to willfully drive onto closed transportation infrastructure, remove or destroy barriers, tear down closure notices, or damage warning signs, lights, or lanterns.

Exempts law enforcement, first responders, emergency management personnel, Department of Transportation personnel, and utility service workers acting within the scope of their official duties from these prohibitions.

Becomes effective December 1, 2019, and applies to offenses committed on or after that date.
