State Registrar of Vital Statistics must develop and adopt a mechanism allowing parents to self-identify their child's race on birth certificates by October 1, 2019.

Race information collected through the self-identification mechanism shall be retained electronically in the vital records system and included on the birth certificate.

Secretary of the Department of Health and Human Services must report the adopted mechanism to the Joint Legislative Oversight Committee on Health and Human Services by November 1, 2019.

The act becomes effective upon passage into law.
