Authorizes the North Carolina Division of Motor Vehicles to produce a United States Army Special Forces special registration plate for members and veterans of the U.S. Army Special Forces.

The special registration plate shall display the name "United States Army Special Forces" and the insignia of the United States Army Special Forces.

Eliminates the additional special license plate fee for Distinguished Flying Cross recipient special registration plates, making them subject only to regular motor vehicle registration fees.

Eliminates the additional special license plate fee for Air Medal recipient special registration plates, making them subject only to regular motor vehicle registration fees.

Exempts the new Army Special Forces plate from standard requirements for establishing new special registration plates and expiration provisions.
