Requires owners of seized illegal gaming machines to pay reasonable storage and disposal costs to law enforcement agencies upon court order.

Authorizes seizure of motor vehicles used to transport illegal video gaming machines or electronic sweepstakes devices.

Expands the definition of prohibited video gaming machines to include games played in conjunction with sweepstakes entries or prize offerings, with limited exceptions for machines awarding prizes not exceeding $10.

Increases criminal penalties for operating or possessing five or more prohibited machines from Class G felony to Class H felony for first or second offense and Class G felony for subsequent offenses.

Becomes effective December 1, 2019, and applies to offenses and seizures occurring on or after that date.
