Authorizes the State Board to develop an online fillable voter registration form that allows users to save data and download county board of elections mailing addresses for printing and mailing.

Establishes a secure State Board website permitting eligible voters with current and valid North Carolina driver's licenses or special identification cards for nonoperators to submit voter registration applications online.

Requires the Division of Motor Vehicles to verify applicants' identification information against its database and submit confirmed applications to the appropriate county board of elections, including transfer of the applicant's digital signature.

Directs county boards of elections to notify applicants by U.S. mail or email if the Division of Motor Vehicles cannot confirm their identification, offering them alternative registration options.

Becomes effective December 1, 2019.
