State Surplus Property Agency shall distribute surplus computer equipment to nonprofits that refurbish and donate computers to low-income students at no cost or the lowest possible cost.

State Surplus Property Agency must consider geographic distribution to ensure all regions of North Carolina benefit from computer equipment distributions.

University of North Carolina may convey surplus computer equipment at no cost to qualifying nonprofits, conditioned upon the nonprofit's promise to refurbish and donate equipment to low-income students or households.

Nonprofits must submit annual reports to the UNC Board of Governors by August 1 each year detailing equipment received, refurbishment activities, and donations made, with a requirement to report prior conveyances before receiving additional equipment.

UNC Board of Governors shall submit annual reports to the Joint Legislative Education Oversight Committee by October 1 each year containing collected information about computer equipment distributions and nonprofit compliance.
