Cosmetics manufacturers must disclose the full list of ingredients on their internet websites, including all component ingredients of fragrances, flavors, and color additives.

The Chemical Abstract Service Registry Number (CAS RN) must be included for each ingredient on the website disclosure.

Ingredients must be listed in descending order of predominance, except ingredients present at 1% or less concentration may be listed without regard to order.

Website disclosure is not required to include the concentration levels of ingredients in the product.

Violations are subject to civil penalties under G.S. 160-124.1, and violations do not constitute misbranding; the act becomes effective July 1, 2020.
