Directs the Legislative Research Commission (LRC) to conduct a comprehensive study on affordable housing availability in North Carolina, including metropolitan and rural areas.

LRC must identify existing federal, State, and local subsidies, grants, and incentive programs for affordable housing and assess their effectiveness and utilization rates.

LRC shall examine challenges facing those needing affordable housing, local governments' ability to leverage resources and partnerships, best practices from other states, and regional economic differences.

LRC must evaluate energy efficiency standards in housing and assess feasibility of public utility and private business partnerships to replace aging housing with modular and mobile home units.

LRC shall report findings and any proposed legislation to the 2020 Regular Session of the General Assembly.
