Changes pretrial release conditions from mandatory to permissive for defendants with prior failures to appear by replacing "shall" with "may" in G.S. 15A-534(d1)

Judicial officials may impose conditions recommended in arrest orders for defendants' most recent failure to appear, rather than being required to do so

Judicial officials may require a secured appearance bond at least double the amount of the most recent bond, or $1,000 if no prior bond existed, instead of mandating this requirement

Judicial officials may impose restrictions on travel, associations, conduct, or place of abode to prevent future failures to appear, rather than being required to do so

Becomes effective October 1, 2019 and applies to pretrial release conditions imposed on or after that date
